The Town has presented three amendments to the Intermunicipal Development Plan (IDP) and Future Land Use Scenario Map to High River Council.
The original plan was jointly adopted by the M.D. of Foothills and the Town of High River and relates to land roughly within one mile of the town boundary. The Plan is an expression of mutual interest in the area and sets out generalized land uses and a process for consultation on proposals for lands within the identified area as well as lands in town adjacent to the town’s boundaries.
The amendments to the IDP are necessary in order to re-designate two areas of land to facilitate future annexation and to change the designation of the Agricultural Society Land to reflect a change that was made to the M.D. of Foothills’ Land Use Bylaw.
The Town of High River intends to annex several pieces of land from the M.D. of Foothills. Before the Town can submit a Notice of Intent to the province, all of the land that the Town intends to annex must be designated as Future Annexation Areas (FAA) in the Future Land Use Scenario Map.
The M.D. of Foothills will pass a corresponding Bylaw to amend the Future Land Use Scenario Map. Once both municipalities have passed their respective bylaws, the map will be amended.

Triangular piece of land at the corner of 12 Ave. S.E. and 72 St. W.
The Town has purchased the triangular piece of land at the corner of 12 Ave. S.E. and 72 St. W. as part of the Southwest Dike Project.
The land is approximately 1.55 ha or 3.82 acres. The purchase was funded by the Government of Alberta with the condition that the Town would commit to protecting the property from future development. This property will be part of the Town’s flood mitigation program once the Southwest Dike has been completed. The land is currently under the M.D. of Foothills’ jurisdiction and it will be easier for the Town to protect the land from future development if it is within the Town boundaries.
Council made the determination to annex the land at the June 11, 2018 Council Meeting.
The land must be re-designated to FAA before it can be part of the annexation application.
On April 28, 2014, the Town of High River Council passed a motion to direct administration to initiate the process of amending the IDP to facilitate the annexation of the Redtail Rise land.
The Public Hearing was held and second and third readings were passed on July 21, 2014 for Bylaw 4414/2014 – a bylaw to re-designate the land from Agricultural Transition Land (ATL) to FAA. It is important to note that the Redtail Rise land was not re-designated on the IDP Future Land Use Scenario Map as the MD of Foothills did not complete the final readings of their corresponding bylaw. Both municipalities must pass amending bylaws to facilitate an amendment to the IDP.
Because the Town did pass Bylaw 4414/2014 to amend the IDP regarding the ± 20 ha (± 50 acres), that Bylaw will need to be repealed.
The land currently under consideration is ± 25 ha (± 63 acres) and is a different shape from what was contemplated in 2014. Administration recommends that the addition of ± 5 ha (± 12 acres) and the change in shape is significant enough to warrant another bylaw amendment process.
The size and shape differences are largely due to Stormwater Management requirements. Phase I of Redtail Rise has not changed significantly since 2014. The number of lots and the configuration of future phases of Redtail Rise have not been determined at this time.
The land is still identified as ATL. The land must be re-designated to FAA before it can be part of the annexation application.
M.D. of Foothills staff have advised that the M.D. would like to take this opportunity to re-designate the Agricultural Society rodeo grounds from “Rodeo/Fairgrounds” to “Agricultural Society” to align with the M.D. of Foothills’ recent amendment to their Land Use Bylaw.
This change does not affect the actual land use zoning of the lands under the Land Use Bylaw and will not affect the allowable uses on the property.
