2022 Major Construction Projects
The Town of High River is committed to continuous infrastructure improvements to ensure a well-maintained road and lane way system for residents and visitors.
The following projects are expected to occur in the 2022 construction season. More details such as start dates, locations, detours will be added as information becomes available. Make sure to follow us on social media, and check this page often.

Bob Snodgrass Recreation Complex: Curling and Leisure Surface Replacement
In March of 2020, the Town inspected the curling and leisure rink at the BSRC. The inspection concluded that the curling and leisure surface had reached the end of its life cycle.
The Town is undertaking a surface replacement project and the scope includes the following:
- Design, supply, and installation of surface replacement
- Reinstallation/modification of arena dasher boards to accommodate the new design
- Install fit-for-purpose flooring outside of the field of play, including the stairs on the curling side and the arena player’s bench
- Barrier-free access to surface
Adjacent areas within the Bob Snodgrass Recreation Complex will be fully operational during this project. Work to replace the surface will begin at the end of March, with a Fall 2022 completion date and Town inspection to follow.

Beachwood Cleanup & Restoration January - June 2022
The restoration of the Beachwood neighbourhood to a riparian environment is one of the remaining projects necessary to complete the 2013 flood recovery. The purpose of the Beachwood Cleanup & Restoration Project is to remove the infrastructure and return the lands to a natural state.
Scheduled work - January to June, 2022
- In January 2022, the removal of roads and utilities will be completed. Silt stockpiles will be restricted within the site.
- In April and May of this year, the following work will take place; emergency and maintenance access will be completed, disturbed areas will be covered with topsoil and seeded with a native seed mix, and a small gravel parking lot will be constructed just off 12th Avenue.

- Actions to facilitate the return of this area to its natural state may include adding topsoil and seeding with native or indigenous plants typically found in the surrounding lands.
- Resident access to the re-seeded areas may be temporarily restricted to allow the vegetation to establish.
What is the timeline for completion of this project?
- Removal of roads and utilities is targeted for completion by the end of January 2022 but may extend past this date, depending on weather conditions.
- Work to return this area to a natural state will begin in April/May and be completed by June 2022.
- The project is scheduled to be completed by the end of June 2022 but may require minor maintenance activities to establish the vegetation into 2024.
- Once this work wraps up, there may be ongoing maintenance until the Fall.

4th Avenue SE deep utility replacement between 3rd and 5th Street SE completion work
The work is part of the annual Street Replacement Program to repair and upgrade aging infrastructure including deep utilities, roads, and sidewalks. Project completion is spring/summer 2022. Resident notices will be delivered with more details.
SE Phase 4 - Mains Replacement - amenities and top lift 2022
Deficiency work, parking lot line painting, landscaping, 7th Avenue sidewalk tie in with 1st Street SW and tree installation to take place in 2021. The town is preparing an amenity plan for Centre Street (benches, planters etc.) for approval and installs in 2022.
Installation of amenities (benches, garbage cans, planters etc.) deferred until the spring of 2022. Top lift (final) paving and warranty work to be scheduled for summer 2022.
River Clean-up
The Town conducted an inspection of the Highwood River throughout the Town in fall to identify and debris that may pose a hazard to the public. A number of items were identified for removal. The Town is working towards gaining all regulatory approvals so that these items can be removed from the river in 2021.
Preserving the Town Farm
The Town is currently working on a new Statement of Significance (SoS) and a designating Bylaw for the Town Farm property. The SoS and designation bylaw usually reflect the historic name for the property – or the name under which its historical significance is recognized. In addition, a subdivision application is currently underway, and the Transmittal of Decision has been issued. Once the subdivision has been finalized and registered, the associated bylaw and SOS will be brought forward to Council for consideration.
Bank Armouring
Three locations were identified in 2020 that will require stabilization along the Highwood River in the vicinity of Northwest 2 and 3 dikes. The Town is in the preliminary stages of developing a strategy to stabilize these areas. Work will be undertaken in 2021 or 2022 depending upon the timing of regulatory approvals.
Community Pathways Network Project
Community Pathways Network Project
Serving as a partner project between the Town and Rotary Club of High River, the Community Pathways Network Extension Project is an opportunity to utilize and enhance our community’s natural greenspaces. In conjunction with the Town of High River’s Parks, Trails and Open Space Master Plan, the project will formalize and connect pathways already in use by residents to bridge gaps in the Happy Trails pathway network.
Creating marked and accessible trails for the community, the project will feature amenities such as garbage bins and benches. The upgraded trails will also be safer and more accessible for a variety of users with wider trails and new signage, while keeping the area as natural as possible.
