Council Decision – Pigeon Ownership

HIGH RIVER, AB:  At the Regular Meeting of Council on Monday, February 8, Council voted against amendments to  Animal Bylaw 4585/2020 to allow the keeping of pigeons in High River.

In response to a request from pigeon owners and representatives of national pigeon racing associations, Council directed staff to prepare an amending bylaw for community consultation. The bylaw proposed to allow raising of pigeons within High River, subject to several restrictions.  A public hearing was held on January 25, 2021 where Council received letters and videos from residents who were opposed to any Bylaw amendments and presentations from pigeon owners and national pigeon racing representatives.

Council considered the amendments to the Animal Bylaw, including licensing birds, and restricting the size of lofts and flocks and the input from the proponents and residents. After hearing all the information provided by both pigeon owners and residents opposed to keeping pigeons in Town, Council voted against the proposed amendments to the Animal Bylaw.

Municipal Enforcement staff will be contacting pigeon owners to work through the next steps in relocating their flocks and removing lofts.

Council’s decision does not impact wild or feral pigeons.
