The Town’s Development Authority will not be issuing a development permit for the property at 605 Macleod Tr SW. The application has been REFUSED due to several variances that do not comply with our statutory plans and bylaws, including the Land Use Bylaw and the Town Plan. As a result, development on the property cannot proceed.  

The variances (special permissions to develop contrary to what is stipulated in our statutory plans and bylaws) were refused based mainly on the number of residential units for the property. This in turn creates problems with vehicle access, parking, landscaping requirements, and other related issues.  

The Town’s statutory plans are adopted by bylaw and require compliance. In combination with our non-statutory plans, they are vital documents that act as roadmaps to guide planning decisions and ultimately the Town’s future development.  

Addressing the variances may satisfy requirements and concerns related to design, character and appearance—as well as the ability to align with neighbourhood character.    

According to the Municipal Government Act, the property developer could appeal the Town’s decision to refuse the permit. A notice of appeal must be filed within 21 days of the Town’s refusal on November 21, 2025.
