Draft Town Plan Presented to Council, Public Hearing Scheduled for May 27

HIGH RIVER AB — A draft of the new Town Plan for High River was brought before Council at their April 22 meeting for the first reading of the Town Plan Bylaw, to approve the document. A Public Hearing is scheduled to occur at the May 27, 2024 meeting of Council, providing residents and others an opportunity to bring questions and comments before Council.

The Draft Town Plan, also known as a Municipal Development Plan, is a requirement under the Municipal Government Act. If approved, it will replace the existing 2009 Town Plan, to guide future development and planning decisions for High River for the next two decades, up to 2044.

Development of the draft plan was a cooperative effort of the Town Plan Task Force, established in 2022. Task force members included volunteers representing High River residents and Town Council members. They worked closely with Town Administration and engaged the community extensively to envision the "High River of the future." This collaboration resulted in a vision for High River, a set of guiding principles and nine goals that resonate with the community.

Mayor Craig Snodgrass, a member of the Task Force, commended the dedication and passion exhibited by its members.

“I am confident this plan stands out as being made in High River, for High River,” said Mayor Snodgrass. “The vision, goals and policies reflect the values and aspirations of High River residents. They also include valuable input from our youth, who will be most impacted by the policies incorporated in this plan as it guides our growth to 2044.”

The nine goals detailed in the plan relate to:

  • Fostering a small-town feel;
  • Responsible growth;
  • Interconnected community;
  • Health and well-being, and
  • Parks, recreation, and the environment.

In addition, the draft Town Plan targets objectives related to economic diversification, safety and security, and partnerships that will contribute to achieving the overall plan vision.

Next steps to adopting the plan include: The May 27 Public Hearing and a review of comments received in the Hearing to ensure they are addressed, followed by submission to the Calgary Metropolitan Region Board (CMRB) where it follows their approval process. A second and third reading of the Town Plan Bylaw are tentatively scheduled for August, pending CMRB approval.
