Community Access Program
The Community Access Program (CAP) provides discounts for residents meeting financial eligibility criteria. If you already have a CAP card, you will need to renew it by June 30 of every year.
Community Access Program
The Community Access Program (CAP) is an initiative designed to strengthen community connections and improve accessibility for all residents. CAP creates meaningful opportunities for individuals and families to connect, learn, and participate in activities that foster a strong sense of belonging.
Through partnerships with local organizations and businesses, CAP offers discounts at participating locations to help reduce financial barriers and increase access for lower-income community members.
How to Apply
Applications are available at the FCSS Resource Centre (251 9 Avenue SW, High River). If you already have a CAP card, you will need to renew it by June 30 of every year. Please bring:
- Proof you live in High River (ID, utility bills)
- ID for household members (healthcare cards, birth certificates)
- Proof of income
- Current Notice of Assessment OR
- 3 months' bank statements.
Income Requirements
- 1 Person: $45,000.00
- 2 People: $55,000.00
- 3 People: $58,500.00
- 4 People: $62,000.00
- 5 People: $65,500.00
- 6 People: $69,000.00
- 7 People: $72,500.00
CAP card holders are eligible for:
- 50 per cent off all programs offered in the Town of High River's Community Program Guide
- 50 per cent off admissions and passes to the Bob Snodgrass Recreation Complex and Cargill Field House
- A free High River library card
- Discounts at Optimum Wellness for physio and chiropractic treatments
- Discounts on tickets at High River Gift of Music
- Discounts at The Salvation Army Thrift Store
- Discounts at the Medicine Shoppe Pharmacy on store front items only (not eligible for discounts on prescriptions)
- Discounts on mobile services within High River at Insightful Reflexology
