The Path Forward - Council's Strategic Plan & Priorities

High River residents benefit from Council's focus on strategic planning and priority-setting, to ensure Town projects contribute to long term goals and vision, ensuring a positive future for generations to come!

The goal of Council and staff is to provide municipal governance that can be counted on, driving and inspiring a positive difference in our community.

Council's Strategic Priorities & Work Plan

Council sets Strategic Priorities that are supported by a Work Program to ensure the achievement of the priorities. These priorities help to set the annual capital and operating plan and budget. The priorities are reviewed at each Council meeting and as priority is accomplished, others move up on the list, working alongside the Chief Administrative Officer and Senior Leadership Team.

In this way, Council is able to place their focus on current work, on projects coming up and on longer term planning. Each priority contributes to long term goals and vision, to ensure a positive future for generations to come!

High River's Corporate Strategic Plan

Council and Administration complete a strategic planning cycle every four years. The current cycle runs from January 2019 until December 2022. This allows each newly-elected Council to begin strategic planning in the first year of their terms while the previous four-year plan is still in effect.

To develop the 2019-2022 Strategic Plan, Council focused on motivational and organizational consultant Simon Sinek’s ‘Start with Why’ model. Council asked the question, ‘WHY do we do what we do?’ In other words, what is our purpose, cause or belief?
Why do we exist and why should anyone care. Council’s answer: to make a positive difference now and for generations to come.

The Plan sets out Council’s goals and priorities from 2019 - 2022. This helps to guide decisions and plans as the Town works to provide services and programs for High River residents.

2019 - 2022 Corporate Strategic Plan

  1. OUR WHY - "Making a positive difference now for generations to come."
  2. OUR WHAT - "People are the core of all we do."
  3. OUR HOW - "Think and act in these ways, to realize our why."

The five pillars of the plan are:

  • Vibrant Community
  • Safety & Security
  • Organizational Excellence
  • Healthy Urban Environment
  • Responsible Development

At Council meetings, these pillars are referenced in all 'requests for decisions, to ensure alignment with these five pillars and with Council's vision and long-term goals.
