Citizen Self Service
If you haven't signed up yet, now is the time! Through Citizen Self Service (Service), you can receive your utility bills by email, set up payments, change your address and more. Managing your payments and information online is quick and easy. If you prefer to visit us at Town Hall, we are always happy to help. We can help walk you through how to sign up and pay online too.
All changes to accounts must be requested in writing and cannot be made over the phone. If you require changes to be processed as soon as possible:

- Please email corporateservices@highriver.ca, and we will send you a fillable form to return by email.
- You may also visit Town Hall to fill in paper forms.

How to Register for Citizen Self-Service (eServices)
Read below to find your User ID. Once you have your User ID, register and login to Citizen Self-Service. Please use Google Chrome for Citizen Self-Service.
Locate your User ID
To locate your User ID, each utility invoice and accounts receivable invoice will have a Customer #; this is your User ID. For your Tax Statement, your Owner # is your User ID. The account number is either your tax roll or utility account number. From the drop-down, you must select which account number you are entering. This will allow you to view all your accounts with the town: utilities, taxes, accounts receivable, dog license, business license, etc.
Note that payments for Taxes and Utilities can not be made on these accounts through the Town of High River system. All other invoices for Business Licenses, Tax Certificates, Housekeeping, Animal License renewals only (not initial), etc., may be paid via a credit card through the Town of High River system.

Online:
Register for your account. Please note that you can also view and make payments for dog licenses, business licenses, accounts receivable invoices and tax certificates on Citizen Self-Service. You can not pay for utilities or taxes through Citizen Self Service.
By Mail:
Send a cheque or money order payable to the Town of High River. Do not send cash in the mail. Record your account number or property address on the cheque. Postdated cheques are accepted.
In Person:
Our office is open weekdays, 8:30 a.m. to 4:30 p.m. Please bring your bill with you. Payments may be made by cash, bank card or cheque. Credit cards are not accepted for utility or tax payments. You can also use our drop box outside the Town Office (309B Macleod Trail S.W.). Include your account number with your cheque. Do not place cash in the drop box.
Pre-authorized: Payment can be directly debited from your bank account on the days mentioned below.
- Pre-authorized payments for utilities are the last business day of every odd month,
- Pre-authorized payments for taxes are the 15th of each month,
- Pre-authorized payments for accounts receivable are on the 1st of the month or the first business day after a weekend of Stat Holiday.

Please note that you must let the Town of High River know if you have changed your banking information.
Late Payment: Review the forgiveness of penalties for hardship cases Council Policy.
Penalty charges of 1.5% per month are charged on overdue accounts.
Tax Installment Payment Plan (TIPP)
What is the TIPP program?
The Tax Installment Payment Plan (TIPP) allows you to pay your property taxes in equal monthly installments instead of a single annual payment. Taxpayers may apply if their tax & utility accounts are up to date. Payment is automatically transferred from your bank account on the 15th of each month. The Town of High River does not charge for this service, but normal bank charges may apply.

Animal License Renewals
Login to eServices. Use the same User ID to renew animal licenses, as you would to view your utilities or property taxes. If you need assistance locating your User ID please email corporateservices@highriver.ca.
Please note that new animal licenses must be purchased in person, and cannot be purchased online.
Tax Certificates
We offer immediate delivery of tax certificates or searches through eServices. They can be ordered with a valid credit card or a pre-paid account.
- Online tax certificate | $25,
- Office-issued tax certificate | $40.
Business License
The Town of High River is moving toward paperless billing for business license renewals. Renewals are emailed at the beginning of January. Click here to view business license information and renew your business license.
